Although Windows 7 and its default Media Player 12 now support most formats and codecs (Xvid, DivX, H265), they still cannot display subtitles supplied as an external file, usually .srt, rather than embedded in the video.
Playing subtitles in Windows 7 using DirectVobSub
Use another player supporting external subtitles (Media Player Classic, BSplayer, Mplayer, etc.), or install DirectVobSub. This simple add-on automatically loads subtitles in Media Player 12 and provides detailed configuration.
